Heloise Emdon

Heloise Emdon is the Manager International Projects at Carleton University, Ottawa. She was the program leader of two IDRC programs: Acacia – ICTs for Development (Africa) and Innovation for Inclusive Development (global). Heloise has over two decades of experience in ICTs and communications for social and economic development. She began her career in cooperative scientific programs at CSIR in South Africa and worked for a decade as a journalist before joining the Development Bank of Southern Africa in 1990 and IDRC in 2002. Together with Laurent Elder, Richard Fuchs and Ben Petrazzini, Heloise co-edited the book “Connecting ICTs to Development – The IDRC Experience” (2013). She has contributed to Long-Term Solutions for a Short-Term World: Canada and Research Development, edited by R. Harpelle and B. Muirhead (2011) and Open Development: A New Theory for ICT4D (2011).
