SOPA without SOPA: In many countries, the rise of legislative resistance to stronger IP enforcement has pushed new enforcement initiatives from the public to the private sector.  Increasingly, the framework for online enforcement passes through private-sector agreements, around such issues as payment system blocking, site blocking, content filtering, graduated response measures, and settlement trolling. This session explores the terrain of what we might call SOPA without SOPA: the shift from public policy to private policy as the setting for new enforcement strategies....
